After Parliament refused further subsidies, Charles I compelled wealthy subjects across England to lend money to the Crown. Those refusing payment could be imprisoned without an ordinary trial. The measure intensified fears that royal government was overriding property rights and the established law.

Arguments surrounding the loan popularised a political vocabulary of liberty, property and arbitrary power. Those ideas later filled parliamentary speeches, petitions, sermons and the polemical literature of the Civil War.
