In 1953, the Los Angeles County Department of Parks and Recreation, in collaboration with the Scripps Institution of Oceanography, developed the world's first public skin diving and SCUBA training program. This initiative, led by Albert Tillman and Bev Morgan, marked the beginning of organized recreational diving instruction and certification, making SCUBA accessible to the general public.

The establishment of formal SCUBA training programs democratized underwater exploration, transforming it from a military and scientific activity into a popular recreation.
