In 1689, Parliament enacted the Bill of Rights after the Glorious Revolution. It limited royal authority, affirmed parliamentary privileges and set conditions for the monarchy. The document became a foundation of constitutional monarchy.

The settlement shaped the political vocabulary of eighteenth-century poetry, satire and essays. Writers debated liberty, corruption, standing armies and public virtue within a constitutional framework created by 1689.
